Coding-agent CLI's background prompt completion retries a failing model request in an endless loop (e.g. on quota exceeded)
RETRY LOOPseverity: HIGHcause: LIKELYoutcome: RESOLVED UNVERIFIEDconfidence: LOW
The CLI's background prompt-completion feature kept sending requests to a lightweight model in an infinite loop when the request failed (such as quota exceeded), even though the user was working with a different main model. The hook cleared its record of the last requested text on error, so the same input was treated as new and immediately retried.

Symptoms
- Endless background requests to gemini-2.5-flash-lite while another model is selected; the process could not be disabled and had to be killed
- The CLI spams the API in the background with high CPU usage while the error persists
