Azure streaming merges parallel tool calls into one corrupted call with mixed id/name and concatenated invalid JSON arguments
TOOL FAILUREseverity: MEDIUMcause: LIKELYoutcome: RESOLVED UNVERIFIEDconfidence: LOW
crewAI's Azure provider keyed streamed tool-call deltas by their position inside each chunk rather than by the tool call's wire index. With parallel tool calls every chunk had position 0, so the executor received a single call with the first call's id, the last call's name and concatenated argument fragments.

Symptoms
- The executor receives one tool call instead of several when the model makes parallel calls in a streaming turn
- The merged call has a mismatched id and name and concatenated arguments that are invalid JSON
